Then for many years, beginning in the 1920's, this structure was part of a filling station and garage and in the mid 1990's it became the property of Carroll Rail, Inc. Carroll Rail was the owner and operator of the \"Elderberry Line\" excursion train.<\/p>\n\n\n\n<p class=\"has-small-font-size wp-block-paragraph\">The old Feed Mill was scheduled for demolition, but after discussions with Carroll Rail, the Arts Commission in December 1996, signed a long term rental agreement with them for the property hoping to preserve this historic building and later convert it into an Arts Center.<\/p>\n\n\n\n<p class=\"has-small-font-size wp-block-paragraph\">In 1998 the decision was made to proceed with the remodeling and renovation plans.<\/p>\n\n\n\n<p class=\"has-small-font-size wp-block-paragraph\">From then until it's completion in January 2000, the work was supervised by a Board Member, Bob Jones, who for hours, days and months coordinated the myriad of details that arise from such an undertaking.<\/p>\n\n\n\n<p class=\"has-small-font-size wp-block-paragraph\">As with all remodeling and building projects, many unforeseen changes and additions were necessary, which naturally involved spending more dollars than the original cost estimate. However, the response from the people of Carroll Co., and even some from outside that have Carroll Co. ties, was most gratifying. Their support in the form of donated labor and cash gifts was outstanding as well as the efforts of the Board of Trustees and the general membership of the Arts Commission were all vital to the success of the project.<\/p>\n\n\n\n<p class=\"has-small-font-size wp-block-paragraph\">Total cost was approx. $125,000, with a debt remaining of slightly over $4000.
